ChatGPT Ads Reaches $1 Billion Annual Run Rate as OpenAI Expands Self-Service Platform

OpenAI's advertising platform has hit a $1 billion revenue run rate in under 200 days, prompting a rollout of its self-service ad tools across Europe, India, and the Middle East alongside stricter EU regulatory oversight.

OpenAI’s advertising arm has achieved a major financial milestone, surpassing an annualized revenue run rate of $1 billion in less than 200 days. Capitalizing on this momentum, the company is now rolling out its self-service Ads Manager to businesses across Europe, India, the Middle East, and North Africa.

Global Expansion and Self-Service Access

Previously reliant on managed-sales teams and agency partnerships across more than 40 markets, OpenAI is opening direct access to small and medium-sized enterprises (SMBs). Following the self-service portal's initial launch in May, SMBs have grown to represent a substantial portion of overall advertising revenue, with international demand climbing rapidly.

The system is designed to integrate promotional messages directly into conversational flow. Instead of displaying ads on separate search engine result pages, ChatGPT places contextual recommendations into ongoing discussions where users are actively making purchasing decisions, comparing products, or planning projects.

Targeting and Advanced Ad Tools

OpenAI’s ad engine determines relevant promotions based on the real-time context of an ongoing conversation. In supported jurisdictions and subject to user preferences, targeting can also leverage broader interaction history.

To maintain user trust, OpenAI highlighted several guardrails:

  • Clear labeling: Ads are distinctly marked and isolated from ChatGPT’s core conversational responses.
  • Editorial independence: Paid placements do not alter or bias the AI’s generated answers.
  • Privacy safeguards: Advertisers do not receive access to individual chat logs or private conversations.

The ad stack has also evolved beyond simple impressions, introducing cost-per-click (CPC) models, outcome-based bidding, catalog product feeds, custom audiences, and conversion tracking via Pixels and APIs.

Heightened EU Regulatory Oversight

As commercial operations scale in Europe, regulatory scrutiny is intensifying. The European Commission has officially designated ChatGPT as a Very Large Online Search Engine (VLOSE) under the Digital Services Act (DSA), citing its web-browsing capabilities and an EU user base exceeding 45 million monthly active users.

The VLOSE classification requires OpenAI to comply with stringent risk-mitigation mandates by January 2027. Under joint supervision from the EU Commission and Ireland’s Coimisiún na Meán, OpenAI must actively monitor and address systemic risks, including content compliance, consumer rights protection, and user safety.
